Holley H. PerezFormer Chief Deputy County Counsel, supervising attorney, in the Office of the Fresno County Counsel; and, former Assistant Vice President, Human Resources and Legal Compliance at California State University, San Marcos.

Over 14 years as an attorney in the Office of the Fresno County Counsel providing legal advice and assistance to the Board of Supervisors and county departments concerning a variety of employment/personnel law issues, including reviewing contract and draft policies/procedures for legal sufficiency. Represented the Fresno Public Guardian/Administrator regarding probate law issues; and, acted as legal counsel to The Children and Families Commission and the Workforce Investment Board.

Employed by California State University, San Marcos from December 2002 until retiring May 2004. Initially was the University Legal Compliance Officer and later the Assistant Vice President, Human Resources and Legal Compliance. In this capacity, recommending adequacy and legal sufficiency improvements relative to overall University objectives, policies, and plans regarding, but not limited to risk management, human resources, academic personnel, finance and business, contracts and contractual relations; and, other matters involving legal activities or that might have legal significance. Was also responsible for University Human Resources and Equal Opportunity Department activities concerning employee relations, recruitment, benefits, workers’ compensation, ADA, labor relations including an employee training curriculum; trained and supervised human resources personnel presenting Public Employment Relations Board personnel disciplinary cases.
